Strengthen Incineration Bottom Ash, Fly Ash Recycling - Appraisal and Propose Re-use Specification

In order to effectively supervise the management of final destination for waste incinerators ash, the Environmental Protection Administration(EPA)has performed inspection of the flow direction of incinerator ash treatment and reuse since 2005. On July 26, 2007, the EPA amended and promulgated “The Management Methods for Reuse of the General Waste Incinerator Bottom Ash,” in which a 3-step quality management system was established as the implementation guidance for both central and local governments to enhance management for reuse of the incinerator bottom ash. The main purpose of this project was to assist the EPA in the continuous promotion of appropriate management of treatment and reuse for incinerators ash, in accordance with EPA’s policy based on the achievements of the relevant projects over the past few years. The executing period of this project was from March 25, 2011 to December 31, 2011 and major tasks included:  To carry out the appraisal work of incinerator bottom ash quality and provide improvement suggestions and propose related countermeasures.  To conduct internet reporting records check of refuse incinerator bottom ash and fly ash clearance and reuse.  To review and improve the management systems and implementation performance of refuse incinerator bottom ash and fly ash clearance and reuse, and to update and extend the function of the "Internet reporting system of refuse incinerator bottom ash reuse" to early warning and prevent from bottom ash been misused within restricted areas.  To Finish Dutch “Building Materials Decree”(BMD) management system applied in the domestic re-use of bottom ash management related measures, draft the local control limit standards, and review the feasibility of integrating the Dutch BMD with domestic bottom ash recycling laws and relevant supporting measures. Achievements: 1. Appraised incinerator bottom ash quality of 13 cities/counties implement recycling of bottom ash and 5 reuse institutions, and carried out sampling/analyzing and evaluating bottom ash recycling products quality trends among the process of reuse. 2. Conducted internet check of refuse incinerator bottom ash and fly ash quantities and final destinations, operating condition of GPS device of hauling vehicles, and reporting records of bottom ash reuse institutions, and analyzed the reasons for reporting abnormal situations and provided recommendations for improvement. 3. Drafted an amendment of “The Management Methods for Reuse of the General Waste Incinerator Bottom Ash”, updated and extended the function of the "Internet reporting system of refuse incinerator bottom ash reuse" to early warning and prevent from bottom ash been misused within restricted areas, and provided the function of "online review" the reporting records of bottom ash reuse institutions for Environmental Protection Bureaus(EPBs), and assisted reviewing plans and executing reports of bottom ash and fly ash demonstration and case re-use submitted by cities/counties. 4. Finished relevant projects results of Dutch “Building Materials Decree”(BMD) and latest developing trends (SQD/SQR) management system applied in the domestic re-use of bottom ash management related measures, draft the local control limit standards, and review the feasibility of integrating the Dutch BMD with domestic bottom ash recycling laws and relevant supporting measures.
